Oil plunges to lowest since 2017 after Russia rejects steep OPEC cut.  

Oil prices tanked more than 7% on Friday to their lowest levels since mid-2017 after Reuters reported that Russia balked at OPEC’s proposed steep production cuts to stabilize prices.

China provides relief for domestic maritime certification.

Beijing has issued a temporary waiver for maritime surveys on China-flagged vessels in domestic trades amid travel restrictions to contain the spread of the coronavirus. However, the move will provide little help for companies facing problems in the international markets.
